I see now that effects are really just bound to tracks, and are supposed to have the ability to be moved independently of clips, in order to overlap/effect multiple clips (athough I have a hard time envisioning a use for that ability). However, there should be a more intuitive mechanism for using the Arrow tool to drag-n-drop a collection of clips and effects. As I mentioned, even trying to separately drag-n-drop effects is awkward, if not impossible, because the drag-n-drop behavior of effects is different from that of clips.
