Yes, I'm referring to Arrow-(Drag-n-Drop)-mode.

Also, you make a good point about effects not being bound to clips. I see now
that effects are really just bound to tracks, and are supposed to have the
ability to be moved independently of clips, in order to overlap/effect multiple
clips (athough I have a hard time envisioning a use for that ability). 

However, there should be a more intuitive mechanism for using the Arrow tool to
drag-n-drop a collection of clips and effects. As I mentioned, even trying to
separately drag-n-drop effects is awkward, if not impossible, because the
drag-n-drop behavior of effects is different from that of clips. A clip can be
dragged to an arbitrary location, but effects appear to be draggable only in
increments of their length.
