yes, you can run a 32 bits system on a 64 bits powerpc.

try some things:
type:
$ file /bin/bash
(or any executable)
$ /lib/libc.so.6 
$ uname -i

what linux distribution are you using?

try gentoo with 64 bits userland (choose 64bits userland in the installation):
http://gentoo.osuosl.org/releases/ppc/2007.0/ppc64/installcd/

or debian w/ 64 bits userland (I think the best option):
http://debian-ppc64.alioth.debian.org/
