Depending on what you mean, it doesn't sound to difficult to me, it could be done as two concurrent views onto the same timeline data, if I interprete your explaination correctly. Could also be done by splitting the current timeline window into two areas. Another implementation would be to implement loading complete projects as a single clip, as it is implemented in Kdenlive/MLT.
