Switch to selection mode. Select the range that the effect should cover. Drag 
from the Vide Effects resource window on the selected part of the video 
track.

Keyframing will solve this, if you don't have gaps between the different texts 
(only fade-out and fade-in, which you can turn off): Extend the title effect 
over the range that you want titled. Switch on "Keyframes while tweaking" (a 
button on the toolbar). Click where you want the new text. Edit the text.
