The video dissolve transition does not seem to use the overlay hierarchy as
input. This is evident when there is not a preceding edit on the same video
track to create the transition. Every other video transition besides dissolve
takes its input from the overlay as expected. The compositor shows this
behavior as well as the rendered video.
For example, here are three screen shots that show the progress of a
misbehaving dissolve:

Note that track Video 2 is playing right before the dissolve, as expected for
normal overlay mode. Once the dissolve is hit, the compositor goes black and
produces a dissolve from black (fade in) to Video 1.
If you substitute any other transition, the Video 2 track is incorporated into
the beginning of the transition as expected (not black). Here is just one
example using wipe:

The video used in my particular test was raw DV. You can use keyframes on the
Video 1 fader to get the desired dissolve, but it's more cumbersome than using
the real dissolve transition.
Reproducible: Always
Steps to Reproduce:
1. Start with a fresh timeline.
2. Insert a Video 2 track. Move it down so it is the second video track.
3. Drop some media on Video 2.
4. Drop a clip or other short media on Video 1 past the beginning of Video 2.
5. Attach a dissolve to the beginning of the clip on Video 1.
6. Scrub through the dissolve to see behavior.
7. Drop a different transition on the front of the clip on Video 1 to confirm
other transitions are ok.
Actual Results:
Compositor goes black at the beginning of the dissolve.
Expected Results:
Compositor should show dissolve from Video 2 to Video 1, not a fade in.
