This is possible, though not without drawbacks, I know because I've implemented that in Open Movie Editor. Implementation is easy, but you do not have "frame-accurate" editing theoretically, because by mixing different framerates, a specific frame could "end" somewhere in the middle between two frames of another framerate. But I am quite sure that it is possible to fix the corner cases, and come up with a editing model that does the "right" thing.
