I'm not an expert but by using mpeg2enc in the "YUV4MPEG Stream" (File -> Render -> YUV4MPEG Stream), you can specify 16:9 aspect in the mpeg2enc commandline by adding "-a 3" or "--aspect 3" argument (see man mpeg2enc)

YUV4MPEG Stream renders only the video part of the project.

Maybe you can also use the software that will make the dvd to make the conversion.
