there are some instructions on that page (**NOTE: don't expect to
get anything usable for end users, Lumiera is not this far**)

I used a tool called 'reprepro', written by Bernhard Link

Thus it boils down on composing the basic configuration, and then
'reprepro' writes out the Apt repository structure. Later, you'll
"include" (i.e. install, import) newly built debian source or binary
packages into that repository, and 'reprepro' updates the necessary
indices, signatures and places the files into the pool directory

As an example, the configuration I use for Lumiera can be seen in
our Git repository
