The ip route 0.0.0.0 0.0.0.0 is to allow the machine to forward traffic. The ip default-gateway allows the management module of a device to send traffic for nonlocal destinations - a machine that does not route such as L2 switches or am achine that has routing turned off will use the defautl-gateway to reach the outside world. This address is not usable for forwarding traffic.
