EoMPLS would be the way to go - if you can do MPLS.
If not, the remaining alternatives are L2TPv3 or "briding over GRE
tunnels". The former is meant to be used for this - and the latter
will make Rodney Dunn throw spikey things after me (and rightly so).
So - go for L2TPv3.
