you can achieve this placing less critical modules in highest
numbered slots and more critical - to lowest.
Note however that the two SUP-slots got dedicated/reserved power, so
they will never shut down. That means if you only got one SUP you should
have a linecard in the other SUP-slot as well (as the power for this
slot is reserved anyway).
