Sorry that I didn't answer so much time. As I got to know from cisco engineers 2 SCMs are supported only by software 3.6 that hasn't released yet. I did open TAC case, they don't know that 2 SCMs are not suported by 3.5.5. They also do not have 2 SCMs in a lab to test it :(
