INterface is runnning 1Gbps since it's facing Core. But i want to understand the thresholds being configured. The reference seems to be the stack ring capacity. This is so confusing.

I'm not sure about the 3560, but on the 3750 you can specify 'auto 10 100', which will remove 1000Mbps from the advertised link rates during auto negotiation, allowing you to still do auto speed while running the link at 100Mbps.
