Other end of the fibre is a carrier switch, and they are seeing up/up:
Full-duplex, 1000Mb/s, link type is force-up, media type is 1000BaseLX SFP
We see down/down:
GigabitEthernet0/45 is down, line protocol is down (notconnect)
   Hardware is Gigabit Ethernet, address is 0024.c3f0.912d (bia 0024.c3f0.912d)

   Description: GIGE_ICAP_INTERNETCONNECT

   MTU 1998 bytes, BW 10000 Kbit/sec, DLY 1000 usec,

      reliability 255/255, txload 1/255, rxload 1/255

   Encapsulation ARPA, loopback not set

   Keepalive not set

   Auto-duplex, Auto-speed, link type is auto, media type is 1000BaseLX SFP



Change your config to force speed, duplex and force-up, that should fix it for you.
