changed the Network Adapter Link Speed from Auto Neg to 100 meg Full ...pc

Changed to 100 meg Half, pc works.
On thing to check is the cable: old-style ethernet cross cables (with
crossed pin 1-3 and 2-6) used with gigabit switch ports, can lead to
issues similar to what you describe. It can happen when you have an old
100 meg switch and you upgrade it with a new 1G switch and there are
forgotten cross cables.
