I thought you could tick the Disable Early Media on 180 under the SIP Profile 
attached to the SIP Trunk in CUCM.

I think Peter Slow just went through something similar.

Generally the process would be to invoke the MSI and use environment variables 
to retrieve the username:

from command prompt:
C:\Users\wsisk>set | findstr USER
ALLUSERSPROFILE=C:\ProgramData
USERDNSDOMAIN=CISCO.COM
USERDOMAIN=CISCO
USERNAME=wsisk
USERPROFILE=C:\Users\wsisk

C:\Users\wsisk>echo %USERNAME%
wsisk


This may vary some depending on how you invoke the MSI. When I was doing 
desktop software management with SMS long ago it included special variables, 
sometimes with different names, for accessing local environment information.

You must enable PRACK on a SIP Trunk for call queuing announcement to 
work properly.  You can do this by modifying the Rel1XX setting on the 
SIP Profile.

There is also an enhancement to track this feature - CSCuh15872.

Only way I could get past that was to run it on a Windows XP machine.  No 
matter what compatibility mode we chose in Windows 7, we always got that error.

Ran it in XP Mode and it worked fine; this is a Win7 64-bit issue....
