That's what I understood too, but the licensing team has required the LCU file 
before they will forward to a PM for review, on more than one occasion and as 
recently as three days ago.  I've gone so far as to request requeueing, 
escalation to team lead, duty manager and still been required to provide the 
info.

I don't think the issues are technical in nature, as much as training, product 
knowledge/familiarity of the licensing team members and lack of stability in 
Cisco's overall licensing model or entitlement process in that it's changed in 
each of the past 5 versions.
