If you are running the full version of CUCM, look under System/Service Parameters and select your server then the Call Manager service. Look at the setting for "Drop Ad Hoc Conference" and see how yours is set. You should have the choices of Never, When Conference Controller Leaves, or When No OnNet Parties Remain in the Conference.
