yes, had the problem opened a case: 680839616 CM 10.5.2 SIP 10-5-1-18 phones are all 8861.
Bug ID CSCva42814 <https://bst.cloudapps.cisco.com/bugsearch/bug/CSCva42814> 11.5(1)ES5 fixed the issue. it was only calls going through a VGW not phone to phone calls.
