If you can get osadmin credentials, consider PCD migration. It will change the IPs and upgrade all in one nice step.

Opposite should be technically possible but probably depends on the HCS partner if they'll share enough information with you to be able to restore and even get the DRS Backups from them at all. Curious about moving from HCS to on-prem, was cost the main factor or anything else? I've got a bunch of customers trying to go to HCS so could use some talking-points if customers are seeing issues.
