There is a formula for working out tty/modem line numbers on the 2600/3600
routers. Here is an extract:
/EXTRACT ON
Some Cisco IOS commands identify ports by interface number (or line number
or TTY number, which are the same
as the interface number) rather than slot and port number. The interface
number of a modem port is related
to its slot and port number in the following way:
interface-number = (32 x slot-number) + port-number + 1
This can also be expressed as:
interface-number =
(32 x slot-number) + ((6 x bank-number) + modem-number) + 1
Slot Number Interface Numbers
0 1-30
1 33-62
2 65-94
3 97-126
4 129-158
5 161-190
6 193-222

I presume you have a 3640 with a modem card installed in slot 3 (at least).
I also presume you do not have
a card installed in slot 0, and therefore attempting to configure port 1
(which doesn't physically exist)
will fail. (I'm presuming an awful ot here, however). Something like a
"show line" command might help identify
the port numbers for you.
FWIW, the search term that turned this up on CCO was "port numbering on
3600", this was hit number 8.
Hope this helps
