We had similar problems with spoke/hub setup going from 2524's to
2610's. We had to add 5 additional lines into our config to get the
2610 to communicate. You might try a combination of these. We use
EIGRP and a 10 network.

ip routing
router eigrp 1
network 10.0.0.0
no auto-summary
