Don't ask me why, but this is what a 16 Meg (2X 8 Meg sticks) router defaults to.  I noticed this very thing with my 2512, when I added a second stick of FLASH.  You can erase it & change the parameters as you choose.  Evidently (in your case), if you run  Mega Show FLASH- you image is smaller than 8 Megs.  You cannot cross those 2 8 Meg 8Megs settings, with this command in NVRAM.  You will need use both stick collectively, if you should decide to run a 12 Enterprise...
