I've not seen any replies yet, but forgive me if I'm covering old ground.

You can't (as far as I know) telnet to the outside interface.
You can however (with a DES license (Free)) permit SSH to the outside
interface, then use something like Putty or SecureCRT to access it.
Or I suppose you could allow PDM to the outside (still need DES license),
There is a form of command line access if you really want to stay CLI.
Or, if you really want telnet, I suppose you could allow telnet to an
internal device, then telnet back to the inside from that (bit messy - well
a lot messy).
