Hi,

You could try forcing all your users to to use your own proxy.  Have this proxy as the 
only box allowed to get the stuff from the net. ie set up an access list that allows 
the proxy access and no one else.  The set up rules within your proxy to allow only 
those who require access to have it.

Just a thought.
