Well, if the IOS version really says 9.xxx, then it is far from the latest
version. I've been putting 12.05(1) on these switches, although there may
be newer yet available.
The error message you get indicates that the VTY connection requires a
password but you haven't as of yet set one. This is accomplished by
entering "login" (default) under the VTY config. Set a password and you
should be able to login.
You say you can't see any VTY config info. Very strange... Look down
towards the bottom for "line vty 0 4". If you see this, then that is the
VTY config stuff. It's possible, if your IOS really is 9.x, that this may
be very different. I personally have never seen IOS below 10.x.

Subject: VTY LINES NON EXISTENT!!!!
Hi All,
I can't telnet into my 1912XL-EN Switch. I am using the latest IOS (9.00...)
I get the error message, "password required but none set".
There is no option on this switch that I could find for setting VTY lines
options. Am I doing something wrong?
Pierre-Alex
