It is a LAN device, but the RSM would support your Frame-Relay.  RSM's are
very very expensive.  You can uplink from your Supervisor Engine to a router
(3600 or above) that will do the exact same job as a RSM.  Generally- the
RSM is kinda the in-house router portion to separate the VLANS, etc...
