But the original post gave me the idea that he didn't already own a RSM or
the VIP - which means he'll have to purchase those.

Just to get serial/ISDN??

A quick check on DPRG and I get:

RSM $30,193
VIP2-15 $10,570
PA-8T  $ 12,080

Total:  $52843  note - didn't find ISDN

another note:  these are list prices in Canadian dollars.

Instead buy a 3620

3620 $4379
2e2w $3775    (2 ethernet, 2 wic slots)
WIC-1B-U $1057    (1 x ISDN BRI)
NM-4T $4530    (4 sync serial)

Total:  $13741

So roughly 25% of the above price.  I'm sure the US prices will be similar
