Hi

It is not extrange, just one interface is not receiving a "hardware
down"
problable the CSU/DSU is still up, and the router is sending "hello" 
packets over and over. After 3 hellos, without answer, the router resets
the interface (you see it going down) waits a little, and starts the
hole
process again.

If you see the interface counters (show int s...) you can see this
behaviour
