You have approximately 2M connection with your SP. If you have a 256K
link. it means that your SP will guarantee 256K bandwidth all the time
periods(CIR), but if possible you may use more bandwidth until reaching a
maximum (PIR).
The devices of the SP may add delay. The ping response time of a 256K
Frame-relay PVC may be bigger than 256K leased line, but it doesn't mean
that your SP is cheating you. To check this you can use a traffic
generator. If you get BECN frames (sh frame-relay pvc ) before reaching
256K, yes, you have problem with your SP.
