So it look like this:
PC ------ R1--------fa0/2 Cat1 fa0/23-24---FEC---fa0/23-24 Cat2
You can ping both switch switches from PC in subnet 10.5.31.0/24. You
cannot ping each switches from another switch either way. Can you ping the
R1 (10.5.30.254) from Cat1? From Cat2? If you can ping the R1 from both
switches then the FEC is fine because a ping from Cat2 would have to go
through FEC. Even when the PC ping and telnet to both the switches tells
you that there connectivity between the switches. To check the FEC is
enabled both ports would have to be forwarding, I believe it would be "show
spanning tree". Check the interfaces if they are in the same vlan "show
inte fa0/23 switchport". If all else fail, try to clear the arp cache in
both switches, I found this to be the case on numerous occasions.
