Even if the DCD (carrier detect) is up, by virtue of a cable inserted in one side, if there's no connectivity on the other end of the cable, the interface is still going to show down/down! HDLC is the default, and requires cable attached in order for the router to show "up". There is no way to simulate as far as I am aware.
