Have you define the "encapsulation frame-relay" command first? If that doesn`t help, then your IOS doesn`t support for "Frame Relay SVC Support (DTE)". Try upgrading the IOS, you can lookup which IOS that supports subinterfaces from Cisco IOS Feature Navigator link.
