Maybe this is not directly related to this discussion here but:

I have experienced many times on how  I cannot ping the directly connected 
serial intf. to the cust. side and vice-versa but an extended ping sourcing 
the ethernet work to like yahoo.com etc.
Typing the command: #no ip route-cache....has worked!!


In addition to this, if you connecting to your ISP router and the ISP  not 
redistributing the /30 serial ip, then also, you might not be able to ping 
the other side but once again a passive-interface under the IGP (IS-IS in 
this case) on the ISP router will work...(as the IGP is being redistributed 
via BGP)...
