  If you can't ping the directly connected network they either have an
access-list or misconfiguration.  If the route-cache trick works you got
a bug.

  No routing needed to ping a connected interface so protocols and
passiveness have no bearing.

  I could well be wrong but I would like to see a normal config where
you cannot ping the other side of a serial connection.
