personally, I would call the telco and whine and complain and rant and rave at them. It may not be their problem ( based on the problem description ) but it's a great stress reliever.
It is also possible that there is a hardware problem. perhaps a TAC case should be opened? Also, it is possible that the IOS image is corrupt. One can still download similar images from CCO, provided one has a contract. I agree- EIGRP would be the last place I would look as a cause.
