I'm just curious. If a modem day router received a packet and held it for 3 seconds before forwarding it because it was super-congested, would it decrement the TTL down based on the number of seconds (like it used to do in the olden days), or still just decrement it by one based on the number of hops. I tried to simulate this in a lab but I can't get a router to hold a packet for that long.
