I had this same problem on a connection and what  I found was the other end
was set at 56 and my side was default at 64. Went I set the line speed to
match all was well.
interface serial 0
service-module t1 timeslots 1-24 speed 64
or
service-module t1 timeslots 1-24 speed 56
