If I had to guess, its because the file doesn't already exist. I know that with the CiscoWorks TFTP and also the stand alone TFTP server, the file must already exist. IE the TFTP cannot create a file, but it can overwrite it. This is done to keep someone from just starting a tftp download to a server and crashing it by filling up the HD ( or FLASH ).
