I'm not certain on this one but assuming the same logic I'd say that the advertisement for the prefix with the metric of next-hop changing would take place once, it would trigger a 10 minute countdown, and if there is another change in the metric within the countdown it would send new advertisement with the new metric at the end of the 10 minute interval.
