If vlan 101 on switch #1 fails its priority decrements by the default value (10 I think) switch #2 picks up on this when it recieves the next hello packet from switch #1, switch #2 than becomes the active switch, but sence there is no preempt on switch #2 it has no way of returning back to standby once switch #1 returns to its original state. This is assuming that hsrp operates the same on switches as it does on routers, if not than please disregaurd.
