Unless you live in an area prone to earthquakes I see no need to fasten the rack to the floor. Obviously, put any heavy gear near the bottom. A rack-mount UPS would be ideal. Even something like a 7000 router is balanced for telco rack mount. I have used Chatsworths with roller wheels in wiring closets. We would pull them out from the wall to get behind them. HTH
