You can do this:
deny 192.168.32.0 0.0.0.31
deny 192.168.32.32 0.0.0.3
deny 192.168.32.36 0.0.0.1
permit 192.168.32.0 0.0.0.255
First line will deny .0 thru .31
Second line will deny .32 thru .35
Third line will deny .36 thru .37
Fourth line will permit the rest of the 192.168.32.0/24 network
