Generating candidate routes for a routing table is an OSPF function in this context, not a router function. For that reason you need to think only about when in the OSPF state machine are DR/BDR roles detected/elected. In general, this occurs on a per segment basis when an ospf speaking router initially transmits and listens for hellos.
