I have dealt with this before too. To remedy the problem, assuming CiscoSecure is setup correctly, configure authentication, and and accounting in one terminal window in band. Then make sure you can authenticate. When you configure authorization, you MUST open a different shell console ( if using linux ). In other words, you can not use the same telnet session to configure authentication and authorization. Open the first telnet session to the device and configure authentication and accounting. Then open a second telnet session and configure authorization. HTH.
