The wording is a bit iffy, but he's correct in principle. Two 100M 
capable stations will negotiate 100 Mbps, even over CAT3 or -4, if left 
to autonegotiate. And that won't work.

So either lock down all stations to 10, if you use unmanaged 10/100 
switches, or use 10 Mbps hubs, as he said.
