I propose that:
- We agree to move all such tags to the top of talk pages
- We move the editor-related tags by program/bot.
Please everyone discuss this further and if it is authorized I will look at a solution.
I have also entered this as a feature request on the Citizendium forge tracker.

These templates are used inconsistently, and, more to the point, it seems
impossible to use them consistently. If they should be anywhere, they
should be on the talk pages. I think that, with editors and a content
dispute resolution process (under construction), we ought to be able to get
rid of all such tags, or maybe move them to the talk pages, although I'd
prefer to just get rid of them.
