All, I think we should eliminate the "(Top)" versions of workgroup categories. So, instead of [[Category:Philosophy Workgroup (Top)]] there would only be [[Category:Philosophy Workgroup]].
This will make it much easier to keep track of all and only the articles belonging to a given category. It will also make it a lot easier to track recent changes for a category. Finally, it will encourage people to use workgroup homepages to maintain lists of top articles--where it is much easier and more intuitive to do so. I believe the reason for the "(Top)" versions of workgroup categories, in the first place, was that workgroups might this way better keep track of how many high priority articles had been created. But this can be tracked just as well, for a workgroup, by checking the proportion of blue to red links on the workgroup homepage list of high priority articles.
