Colleagues:
As a Managing Editor Decision, I will appoint John Stephenson as a non-Constabulary sysop. John is now an interim member of the MC and will need sysop privileges to run the upcoming (starting July 6) special election as Chair of the Election Committee. I will also appoint John as a general administrator, with sysop privileges, who would perform basic maintenance, such as deleting uncontroversial errors, obvious spam, etc., and blocking or creating user accounts as instructed.
