Regarding the Management Council, the terms of its three members ended June 30, 2013. No election was held to replace the Council's seats.
I interpret Charter Article 25, section 4. item 3, to indicate that the Managing Editor will temporarily occupy one of the vacant seats on the Management Council. Another vacancy will be temporarily filled by a member of the Editorial Council as determined by the Council. The main function of the temporary members of the Management Council will be to establish an election committee to fill all vacancies on both the Management Council and Editorial Council. The combined Councils will nominate a candidate or candidates for Ombudsman. Referenda can be submitted at this Special Election. If the temporary Management Council cannot establish an election committee for any reason, the Managing Editor, in consultation with senior members of Citizendium, will decide what to do next, open to suggestions from the Citizenry. Any such decision will require a majority of 'yea' votes by the Citizenry in a voting process to be decided upon. Anthony.Sebastian Citizendium Managing Editor
